The government would hire slaves from there masters, of course the master would get paid for all the free labor from his slave. If only Lincoln wasn't killed and blacks would have gotten there 40 acres and a mule they would be better off today. They would have owned a ton of land and would be producers and not consumers. That old racist Andrew Johnson put a stop to giving the slaves any land. Post civil war blacks actually had there own successful towns, but of course jealous whites moved in and burn there town down and lynched whoever they could. This was repeated over and over for the next 80 years until blacks were basically forced into these city's which most remain today and it's a disaster.
