Has to do with bandwidth. Lobbies don't take as wide of a band when compared to live gameplay. The only real solution to this problem is to have everyone with bad connection go get a job so they can afford better internet.
This happens to me, though unfortunately, when my wife and daughter are both streaming videos on separate tvs while I am trying to play.

u do realize that it has nothing to do with a job in most cases people like me thst live in the middle if a cornfoeld cant get high qaulity internet... there r more people that live in rural america that have piss poor choices for internet still love this game...and usually only have problems with this game because of Bungies decision to use player based conn. instead of dedicated servers... i can play every other omline game with dedicated serviers with little to no problem and i only get 3mbs but this game is a red bar lag fest for me nearly the whole time i play

This is a huge contributor to the lag we see. If a brit and a canadian and a brazilian are in the same lobby there WILL be lag...well I mean if a brazilian is in...ok bad example but you see what I mean.

Just perma IP ban anyone that has shitty connection. Bungie would probably lose 90% of their players but it would be a quick and permanent fix lol.
