Are you willing to shoot or imprison somebody who doesn't reproduce?

I don't think they would shoot someone for not reproducing, or have a long sentence in prison. I do however see a fine or even a short sentence. Also, how would that be determined? Every year a married couple doesn't have a kid they get fined until they have 2 or 3 kids? I'm genuinely curious about it, if you have any idea please let me know.
