Always the same complaint... What will it take to make people not complain about legendaries being reskinned?

Just keep them the same and design new stuff. Not that hard. Borderlands did it quite well.

Reusing assets is common practice in game design.

Not this bad. Just keep the gun names the same if not going to update design. IB weapons is a crime. They can manage specialty gear and weapon updates.
