How should I use my stardust and candy? Is it better to evolve or power up

Wait. Oh my god. Wait. Do not make the same mistakes that I (and so many others) did. Wait until you're in the mid-teens or higher when rarer Pokemon start popping up and you've caught a few of the starter(s) in your area to get a ton of candies. You'll find that something you level early on will get completely overshadowed by even the base-forms of it once you're a higher level. I consistently saw Pokemon ranging from 400-800+ in the mid to high teen levels. As for powering or evolving, evolve. If you're lucky, you'll get a really good evolution roll that gives you a high CP so you don't have to fill it up. In the end, many Pokemon will have similar CP caps depending on the stats, but evolving low CP Pokemon doesn't seem to hinder it. In fact, it'll give you a good idea if that Pokemon is worth powering up if it looks like it might have a lower CP cap.

Keep saving. Hit PokeStops and catch everything and you'll level pretty quickly. You'll find that low CP Pokemon aren't worth holding for gyms, but since they give the same Exp (which is dumb) as high CP Pokemon, they're actually worth way more for speed levelling.
