Yes. You can has Recon in Halo: Reach, Halo 4, and Halo 5. In Halo 3, you can no longer get Recon. Sorry.

You could never get recon back in the day in 3 but now everyone gets it

When I joined XBox Live I had Recon when I launched Halo 3 and there was still people who didn't have it. When did they make ot available to everyone?

Recon used to be something only Bungie had, then you had to complete all halo 3 and odst vidmaster achievements to get it, once 343 took over halo Bungie unlocked recon for everyone. Just because they aren't wearing doesn't mean they don't have it.

I legit had people ask me how because they didn't have it. And I got it for no reason back before 343 took over Halo, infact I could only wear it while I was connected
