I have. It iced this problem on rare occasions and usually deals with the cache on my console being screwy so a hard reset usually fixes it.
Otherwise I also noticed it occurs when there is one or more very low level people (usually under level 14) in the area. Not sure what causes it and when I reported it they told me to post a video of it happening which I didn't record ... Oh well

A cache-smash might be in order, that is a fair point. I'll try it tonight and see if it helps. If not I'll record it and upload a video like you say
