I propose a Guardian Council sub committee. This committee would vet ideas before they were presented to the Guardian Council for vetting before being presented to Bungie. 🙂

But wouldn't the sub-committee also require a committee to approve the method of submission to the sub-committee so that the council can attest to the validity of the sub-committee's submission? Oh and then a judicial branch to hold the executive council accountable when they don't validate and verify that submissions were passed first through the first sub-committee and then through the second sub-committee?
