Do reciprocal runes and any eris bounties that pop up while on dreadnaught. Also raid chests spit out runes fairly regularly.

I did reciprocal runes many times but they never yeilded a tier 2. I got tier 3 from the raid which needs charging. Concerning runes i believe theres not enough data of the most accurate way to collect them since they are so random. Bungie needs to make this easier

Believe your correct, but I've never actually payed enough attention to what drops from the chests to be 100%
