They do that often and I don't think it's necessarily broken.
However, it is incredibly irritating when you try to get all exotics to 335 and every one of them decrypts at 334. I'm resorting to Iron Banner/King's Fall and just getting the end of match/boss rewards to drop at 335. Too much work to do it solely off of exotic engrams.

I don't use the Raid gear. My Light level is my Hard work. I don't use the Raid gear and Iron Banner doesn't really drop Primary's and that's all I need to be 335 and it's stupid they keep giving me 334.
