A lot of enemy spawns are random, so what you experience on any given playthrough or load of a save will likely be different.

I guess your right man cause i watched someones playthrough of the quest and they weren't there. Lol i just remember hearing for the first time the beeping of the nuke and i turned around and he was there and we blew up and i got the touch down trophy lol almost shat myself

I got the Touchdown trophy when I entered one of the hospitals. Walked in, heard a beeping noise, tried finding the source of the beeping, but by the time I found it, the dude was already in my face.
