Based on the published articles I've read on this subject, this testing has more to do with social mores and cultural practices rather than inherent IQ. For instance, eastern Asian parents place a strong emphasis on success both academically and socially. That's a correlative finding, but I think it makes sense. Otherwise, we'd be saying that race is a determining factor in IQ. You know, despite the fact that the scientific revolution happened in Europe instead of East Asia.
