It does, skilled shotguns don't die on encounter, they have to be fast to catch people off guard, position their body in the right place

How do they take skill because you have to get close?

Yup. Gotta use cover properly and have the right timing otherwise ya die. Snipers can hang back an take kills from their teammates with bodyshots.

You don't have to aim with a shotgun with a sniper you do.

Some are harder to aim than others. The perk that lets ya aim easier under fire should only apply to pve. Make em have to use cover more and not just stand in a busy hallway and empty rounds down it with accuracy lol.

Snipers are made for what? Staying in an area covering busy areas and to pick people off. I personally run and snipe because otherwise it's not that fun. I've become more skilled at sniping I don't like using high AA snipers nor low impact snipers but not just anyone can pick up a sniper and use it but shotguns you can I hate shotguns but I can pick one up and become a God that just proves shotgun don't take much skill at all.
