Ehhh touchy. They are also organic ( at least some parts ) and also possess "wills" which the impose about. I'm pretty sure a Reaper even refers to "our will" while talking through Saren.

Depending on where in the universe they are, being purely hypothetical, the closer they are to his Throne World, the more power he can expend. TLDR: The logistics are too hypothetical for any practicality.
