Bungie has not made any mention of SRL's return, and unfortunately once an item is dismantled, there's no going back from that. SRL gear can be obtained from Amanda Holliday in the Tower Hangar, but I think that's only gear from the score book. Sorry about this.

I can confirm that she only sells the Momentum Helm, Gauntlets, Chest, and Legs from the book. No Class Items, unfortunately.
