Not sure if it is a correct speculation or not, but Lhasa is due east of the Caspian Sea (albeit a decent distance).
From vex 5, we know a warmind was involved (didn't state if it was rasputin or not) and the card uses the terms "quarantine" and "contagion"
Could it all be directly related?
