You can transfer your character as well as the dlcs(dark below, house of wolves) for free.
Now as for destiny (base game). You can download if for free if you had bought the digital edition before Jan 15th, 2015 on your PS3, if you didn't you won't be able to get it.
The taken King dlc won't transfer so you'll have to repurchase it. If you buy the legendary edition you will get it all. There's a sale going on I believe.

Whaaaat thats bogus, you can transfer two but not the third most expensive and biggest expansion. Ive got the disc for ps4 but not the taken king disc. But ive got the ps3 disc aswell and the full digital limitidted edition on ps3. And i have to buy another version yet again to play what i already have payed for twice, AGAIN

Yup, it's unfortunate but yes😔. If you do plan on switching I recommend you do it before the release of rise of iron. The characters won't transfer over and you'll have to restart your progress then. Like I said, look for sales. You can save a lot of money.

If users haven't transitioned by the time Rise of Iron is released they will lose all their characters and progress? Can you please link me something to confirm this, because it's not something I've heard.

I'll try to find something. It was on the stream that the character progression will be on separate paths when rise of iron releases.

Dlc costs over a hundred dollars in my country, the year one version of the disc is 60 on its own and thats now after nearly 2 years
