Technically everyone had a quest to get Touch of Malice so, kinda the same deal. Weapon is OP need an OP quest feel the godlike power of the Ghorn

Malice is not OP. Without the mechanics in the raid, there is literally no other use for that gun. I've used mine maybe twice.

Easy there trigger, didnt mean ToM was OP . Just an example. Everyone also got the quest for the exotic swords too.

Yeah but they're lengthy and actually make it feel like you had to earn it. If the gjally is on par with the swords or sleeper quests and don't require the raid or time gated activities, I think it'd be fair.
