It looks like it is locked behind a quest. So, if you don't have the expansion, you won't get the updated Gjallarhorn. If you do, you will get a Gjallarhorn. If you preorder, you can get the black skin.

The white and gold version I suspect will return for all. The Iron Gjallarhorn is either exclusive or time gated.
