He had a hand in driving the sunbreakers out of the city, yet he wished he didn't do it out of orders in the sunbreaker quest line.
I like that he's not the commander who is the perfect badass stereotype. He's a badass that learned through experience.

Do we know for sure if he was Commander when that happened though? We know he was at the Consensus meeting to discuss it but that's it.

The consensus meeting is for the leaders of the tower, correct me if I'm wrong. So, logically, that would place him in a position of leadership. On top of this, Shaxx would not beg a non-important council member.

It's tricky, we don't know exactly what the make up of the Consensus is, that's never been fully explained. We know the Vanguard, faction leaders and Speaker are involved but there could be other advisers that we don't know about too. That card is frustrating because we don't know if Shaxx was at the meeting initially or if he barged in; the loud crash could be him barging in, or it could be Shaxx banging a table in a fit of rage (Probably destroying it the process). We also don't know exactly who is speaking. We know Zavala and Shaxx are there, but the other dialogue could be other characters, possibly The Speaker or Saladin. It's possible Shaxx appealed directly to Zavala because they're friends, not necessarily because he was in charge. Zavala's response is quite diplomatic, I read it as a round about way of saying he agrees but his hands are tied. Either way, we know for sure the decision wasn't solely up to him, either because the Consensus votes or because there's someone(s) in the room who outrank him. Personally, I always found it odd that Saladin stepped down as Commander after Twilight Gap, which was a success, it doesn't make much sense. I wonder if he was Commander for the Great Disaster and stepped aside for Zavala after that? That would make sense from a characterisation point of view (imagine how Saladin would feel seeing Shaxx doing the "I told you so" dance all over again, that would have to sting). Dunno. You could be right. Hopefully Rise of Iron will fill in some of these blanks.

Also, perhaps this is why Zavala is so incessantly and frustratingly thorough now. He learned from this disaster. That being the reason why he would not allow us to go to the Dreadnaught. He was afraid of Luna happening all over again.

He's tight with the Speaker and if the Speaker already made his mind up about going to Luna, he couldn't stop it from happening.
