I really like the layout, however I don't think it would be a good idea to have to go all the way to the tower just to change the rules and map.

I believe that is an alternative step, let's say if you meet at the tower first. If you re-watch the video, when in the crucible game mode selection display in orbit, when he highlights over custom games, it says "customize" as well.

You can re-customize your game in orbit. You can even create a game from orbit if you wish :)
