They definitely are starting to intertwine them with Windows 10, as with Windows now on the Xbox App you can do anything like send messages, watch clips, start a party, and even stream games from Xbox to PC.

If they decide to bring Xbox Live to Windows, they might enter a position to compete with Steam.
