They have also admitted errors in the drop rate for some players and not others; e.g., in the iron banner, some guardians were not able to obtain drops until after rank 5, which they fixed. As such, I believe the crux is weighted incorrectly and does not drop evenly for all guardians; i.e., it is broken. Even if it is not "broken", what kind of a loot system exists to keep certain end-game rewards from its players after 1 1/2 years and upwards of 70 runs and hundreds of hours played? That, my friend, is ridiculous, and I respectfully believe that it represents the very definition of "broken".
