Simpler fix would be to temporarily remove the cocoon perk.

Cocoon effects every single raid weapon, not just the launchers or machine-guns. Clown-Cartidge, I'm pretty sure, is limited to heavy weapons. I could be wrong, but I think my idea for a perk is better than Clown Cartridge anyways.
