I want to say it was a Wolfship navigation display or something like that, I remember getting several items like that along the way during the Wolves of Mars quest for Boolean Gemini. Are you sure that character completed that quest? I agree it is weird for it to drop randomly otherwise. Do you remember where you were when it happened?

I was in Cosmo. Just killed spider tank and it dropped with his death. It appeared like I earned it like a more of light. Not like I picked it up like an engram. Just popped on screen. I have done all dlc missions on that character so idk. I think it's the area outside of rocket yard. Only place I know of that spawns tanks.
