I have it. Don't use it. It's because of the timer and requiring kills it seems it's only good for patrol ads and pvp.
Now black spindle is a good exotic snipper not requiring kills for its bonus. And so is Jade Rabbit on a scout rifle side note

I just use zen meteor as an regular sniper once got a Double body shot kill I just use the explosion to my advantage
