You aren't understanding how the system works. The engrams will decrypt at a light level higher than your overall light level, not higher than your equipped single piece of gear. You are 318 and the engram decrypted at 321, so that is an upgrade, even if you have a 321 weapon already equipped. It's an incremental overall increase and it's a good system.

Thank you for clearing up my misunderstanding of the leveling system. I'm more annoyed by the exotics all being the same thing. Can you shed any light on that one??

No, that's just shitty RNG, happens to all of us unfortunately. You can always hold onto exotic engrams if you know the light won't be an increase. Just keep geinding out the raid.. easily the best place to increase light. I went in right after the update as a 319 and came out at luke a 327. The raid drops are fantastic, and the faction drops are good too. Keep on geinding and your light will increase quickly. Iron Banner is good too, tons and tons of drops.

That's simply just bad luck with rng. Doesn't happen to often, but there are chances it can.
