This article is pretty old and came out before TTK. A lot has changed since then.
I don't doubt that Titans are underused but they are not necessarily underpowered. A very slight buff to sunbreakers and a slight buff to defenders would be fine.

Sunbreakers need the entire nerf undone (keep cauterize and armor the way they are right now though)

Ultimately they just need some more blast radius on the hammers because it's dumb to drop the tracking and blast radius together. I know I've used hammers and landed one slightly to the right of someone who activated their super and they lived and killed me. If those hammers had some decent blast radius I'd definitely run hammers
