I had same problem but someone told me you have to use the cloak that the vendor is selling and when I did that it started counting

I'm wearing the Endling Cloak which I bought from the dead orbit vendor, Omen of the Exodus emblem and Revenant shader and I'm NOT making progress. Seems this quest is still buggy.

I am stuck on this damn For Dead Orbit! quest. I purchased the cloak the Dead Orbit vendor is selling and what could it be but 'Heliopause Cloak' and I have it equipped along with The Old Guard shader, Omen of the Decayer emblem and yet no progress what so ever, even after completing 3 heroic strikes??!
