Doesn't pyromancy scale with INT and FTH, why have them both soo low?

You can put INT and FTH in there to get the most out of it, but at +10 with the witch's ring it does very well. There are lots of enemies with weakness to fire and that's what this is for, as well as a nice ranged attack when I need it.
