Hawkmoon's perks activate at random yes but if you can't land your shots then it doesn't matter. You still need gun skill to land the shots and I've missed on the lucky shots. Nothing worse.

You can now spam shots bud. Especially after the Accuracy buff‚ look at Datto's Hawkmoon after 2.2.0 patch. Its hands down the most biased opinion ever on a gun‚ if you dare criticize him just don't. Combine the fact the gun has aggressive ballistics and can be spam shotted turns it to the most absurd two shot kill weapon‚ even more so than Red Death‚ Thorn and TLW

No need for the condescending tone. Spamming shots is a lack of skill for a hand cannon. Of 13 rounds 3 have a chance at bonus damage. It doesn't make the gun a no skill weapon but it does make it very forgiving. I haven't watched any videos since the update but I'll give the one you mentioned a look.
