You find them by going into rooms in missions. If you go into the right room in the right mission they appear. If anyone finds one, their location is revealed for a short time until they appear.
As for the ass-kicking, yeah, probably.

It usually takes a few days. They have a lot of health and can one-shot you with weak mods.
