Dude, they buffed it not nerfed it! They just needed a way to make both the spinning up and focus fire viable upgrade choices. (FYI, I use focus fire a lot it doesn't make it worse it makes it better becAuse headshots are a breeze.)

If you use spinning up it is nerfed as it takes the same number of shots to kill but spinning up is worse
