Who is responsible for making the changes?
Who is responsible for applying PVP changes in a PVE environment?
Show me where people who requested a change in the PVP environment also wanted the same change impact the PVE environment.
When you have a power cut do you also complain about your water provider?

Unless you live under a rock, you should know that Bungie are terrible at compensating PvE for changes done mainly for PvP. So it doesn't matter if people only ask for PvP changes if it end up hurting PvE everytime. Learn from history or continue the circle...

.......Um....... I know who's responsible for making the changes me old biscuit. I was asking OP if they did. Sometimes there are valid reasons why something should be addressed in PVP land. This does not mean that it should also have an impact on PVE. Instead of shooting the messengers, OP should look in the right direction to position their angst.
