lets be honest bungie wont nerf warlocks hard because...
they play favorites.....
hunters are far and few in the studio and titans are sparse as well but when it comes to warlocks there is plenty in the studio
but it gets better when addressing titans and hunters on nerfs and buffs its a little speech and a quickly written patch list, but for warlocks the devs set up and entire 3V3 match with different weapons and supers!?!?!?!?!?!?!?
favoritism is killing this game for weapon metas as well as class metas
edit:1 Easiest change to make burns in general less annoying in PVP and more rewarding in PVE is to only allow burns to effect minions of darkness and aliens, never guardians.
this would not only allow them to make burns stronger but avoid any more issues with burns in PVP for good.

Let me tell you a story about a little warlock named underwhelmed.Stood 6ft tall with a common helm. The enemy was under whelmed He went on a journey in the cosmodrome dinklebot speaking monotone. Other guardians underwhelmed Then of course he went to the moon. He asked his ghost "can we kill crota soon?" The ghost was under whelmed Sure he went to venus then the reef. caused the vex a ton of grief still the queen was under whelmed Mars was where he ended up next caused more problems for the vex. No one was under whelmed The speaker said "you've done things for me" THEN HE SHOWED DESTINY IN ALL ITS GLORY And throughout all this my guardian was Underwhelmed

Could be wrong, but I imagine people prolly quit after they nerfed the Titans so heavily. Because of this, they wanted this nerf to a class to be shown on their live stream so that those who read the patch notes won't freak out, and so that the Sunbreakers who read them don't rage quit after seeing stormcaller barely get touched. To be clear, I'm not saying stormcallers warranted much of a nerf. They fixed the bubble issue, that's all I wanted.
