Daily reset is 1 AM UTC.
Depending on daylight savings, that is 1 or 2 AM PST. It is never at 3 AM PST.
No matter what time reset is, there will be a part of the world that will be inconvenienced. I'm not sure why they picked that time by majority of the US should be sleeping. It's not an advantage for US players really.
