Bungie is aware of this issue and is currently investigating.
To work around this, please accept ALL Quests in your Abandoned Quests kiosk.

However, you you found all 4 Dvalin Relics, your next step in the quest is to wait until the 7th of any month (and only on the 7th) for a new mission will appear in the Cosmodrome Destination Directory called "The First Firewall"
