1. I don't believe you have to be zoomed in to get the added accuracy.
2. Yes, definitely.
3. Not really, but it's a good barometer. It really depends on what type of weapon you're using.
4. Someone else in your server cleared the area before you got there. They will respawn in time.
5. SMG's basically. The Navy MP5 seems to be the new favorite for high level players, but the Vector is also quite good. The Aug is technically the best of the bunch, but good luck finding a High End level 31 Aug, because there's no blue print for one.

A friend of mine saw an aug high end blueprint at the dz06 safe room vendor, but i didn't see one when i looked. However, when i looked it was after the weekly reset for phoenix credit vendors, while my friend had looked before so it could just have been that the available blueprints at that vendor change at reset.

I doubt this. More likely he was either mistaken, or lying. If there were one, all the high end players would already have it.

That Aug blueprint Is ilvl 30.

What?! Really?! Ok, I guess that still leaves room for a higher level version in the dlc's... here's hoping.
