I don't understand do you get the packages for free or do you have to do something for them

You can earn 3 a week- you get one for free from the Postmaster, and you can earn another from Level 41 Prison of Elders or completing 1 match in the Weekly Crucible Playlist. Yu can also buy more from Eververse using Silver- it's 200 Silver for 1 Sterling Treasure.
