That's not entirely fair. And, Bungie definitely won't accept that as an answer to give to their customers. But........what they should do...is if you have a slow connection, you experience the negative effects of the lag on your end rather than everyone else. If your connection is slow, then people will kill you easier. This definitely hurts the game experience for many people. But, apposed to what we are dealing with right now, this seems to be the only solution that seems feasible at the moment considering all previous attempts have failed to make the game experience fair.
