My Scatters bounce at a 50/50 rate and mainly when I need it most to get out of situations. They are unreliable if they bounce half the time.
I never used them in year one and Bungie, the cruel mofo's that they are had me do a quest that required me to get scatter kills.
I hated every second and match.
