I think some where youth to be overpowered if implemented such as the astrocite verse.

Maybe or maybe they are too lazy to develop exotics and instead have decided to save it for another paid expansion.

They fully developed them but did not release them, some things were determined to be counter productive or almost worthless if implemented.
