Lots of things are unbalanced and out of place in PvP currently.
Warlocks have shields that activate on melee-hits whereas Titans have to get a melee-kill in order for it to trigger. Sure, you can use No Back-Up Plans for a shotgun-kill trigger, but there are more effective exotics you can equip for a Defender and sometimes 1v1 engagements are outright stupid.
Then there's the problem with outright crap hit-detection that applies across the board for any melee that isn't ranged, but I digress.
Hunters who run Nightstalker and use a build with high strength/discipline and the three perks that maximize a smoke n' nade combo are not so different than Warlocks running Sunsinger and using their burn-bolt setups.
Some players are outright crap at using them while others are far more proficient.

Warlocks have a 15 second flame shield, which gives a few extra hit points.....once depleted, stays depleted.....provides no extra bonuses. Not using flame shield decreases armor stat. Correction 2. Hunters and Titans can have armor and agility but have shite recovery. Don't blame your class downside on a grenade. Id rather be hit by a firebolt than be stuck by fusion grenades or lightning grenade from 30 feet away, Any idiot can dodge a Firebolt as it doesn't instantly activate. If you take damage? Disengage. Get over it. Solar grenades are far more deadlier but require skilled use. I expect anybody I'm going against to either 1. Throw a grenade at me or 2. Dip back for the primary/body snipe combo. It's called awareness exercise it people Agreement: yes smoke grenades have far too many things going on for them. Blindness, ability neuting, loss of radar, plus damage tick if spec'd. Just tossing one of these can guarantee a kill.

Maybe when you get caught up with multiple players, but when it's a quick situation where those shields need to be active asap and it can easily change the fight between two shotgunners then it doesn't really help in the long run. I wont lie, I'm not amazingly proficient with my Defender especially since I interchange between it and my fast-paced Hunter. It's just that even on normal playlists I'll find myself getting out-shotgunned only by the thinnest of margins because of those shields and that's just from playing defensively. I'm much better at supporting a rushing teammate when they're making the charge, but there are times when a random comes at me from a corner and there's little time to react, especially if my grenade charge is down or when my sticky flies just an inch over their head. I've given up going on the offense since it has become a pain dealing with all the primaries standing out now like [i]certain[/i] scout and auto rifles. Do not get me started on sniper lanes either. >,>

There have been plenty of time where I've been thorned or set ablaze from something only to melee someone and run away (pvp and pve) while the shield absorbed the tick and my health stated regenerating. If your close enough you can't survive a shotgun blast with flame shield active. Nor can you absorb a sniper headshot. You also have to look at their armor stat. I've fusion rifled Titans only to have them slide shotgun me or run away with 2 points of health plenty of times. The only time flame shield alone will when a melee fight is if you land the first hit you've taken damage from someone else in the distance (which happens a lot), which is true of any melee. Unlike force barrier which is a basic part of the melee, flame shield must be selected. Defenders can be awesome and annoying if used correctly I once had a match where a defender Titan with nbp had force barrier active for the entire duration of the match.....

That's not true about flame shield. If I melee a warlock with my hunter blink strike it takes them down to a sliver of life. Then they melee me and take me to almost death, but get the flame shield. Then my next melee still will not kill them. It will get absorbed by the shield and leave them with a again a small amount of life. They then melee me and I die a horrible death

I run a max armor Lock and the blink strike is ridiculous. (Maybe it'll leave a sliver if they're running a Ram though..I don't use the RAM often so I'm not sure) In most cases the Flame shield doesn't come into play in 1vs1 situations.
