Your poll shows that only 19% of those who cared to vote did not receive a ghost as a reward. I think it's fair to say a portion of those, no matter how small, did get the one they wanted from participating. I do agree that there should be a way to get it again though, I don't think people will be playing for next year's event, assuming Destiny's sequel comes along according to plan.
That being said, it's not impossible that there is a portion that wound up with both shells from either playing or participating, such as myself. I'm not sure it's very urgent but I agree it should be looked at in the future.

Thanks for the neutral post, I think since it's not exactly hard to reintroduce them, it could/ should be done in an instant, applying them to the Nightfall loot table or selling them at Eververse won't cost them anything significant. - It's so petty, that they should just do & be done with it. I agree and disagree. They shouldn't be included in the nightfall loot table as that would keep them from being an event item (Horn kits should be removed as well). Eververse selling them would be a nice idea. 500 silver for a 280 version would be fair, but the issue lies in the stats. There's just no way to randomize a bought shell, giving a slight advantage to those buying it (I.e. Int/Disc shell would provide an advantage over those who "earned" the shell and did not get those stats) [spoiler]Let's dance[/spoiler]

Destiny will be around for the peasants who can't afford the xbox one or ps4 for Destiny 2.

At this point, it shouldn't be out of reason for most if not all players to be capable of owning current gen consoles by the time it's released, so that's on them
