pay to win is typically defined as the game itself offering benefits for money (separate from the purchase of the game itself)
when the community is charging other members of the community for services in game it becomes a separate issue from that.
I don't know if you can apply ethics to destiny in this way. there's nothing morally wrong about paying someone to help you through a game. maybe you meant a different word.
[spoiler]to answer your tl;dr, I don't think you should WANT to do that, you should practice and hone your skills so you can beat the challenge on your own merits. but if that is out of the question and you want the rewards, then you can pay people for it if you feel it's worth the money. I think 85 dollars is very expensive, there's plenty of people who do it for free lol me nd my friend try to take a few people on the weekend granted I'm not amazing but we normally get there and just buy a new card if not
