It's funny because that's what they did in the division lol.
But I do like the idea of buildable guns in destiny

Yeah in one of the gameplay commentaries they were saying how if you had a part of a gun you liked, like a scope, you could take it off and put it on another weapon. I know perks and parts are technically different but the functionality is still the same
