You see scout rifles were meant for precision, therefore they die faster. And when not used with precision they die slower. Precision means you obviously mastered something to an extent and it means you are good, but if you are good giving you extra armor is just going to make you overpowered. Giving you extra armor for being a sucky player or a person who just can't land a couple constant head shots mean you need help so therefore more armor. Bungie had it right.[spoiler]sucky player:help him with armor

That makes sense for both pve and pvp, I'd rather get the agility buff, gotten so used to Preston kills I'd rather not switch to body shots for armour I really don't need. Proper ad control keeps me from needing armour anyways, and if there is to many ads a quick crit kill on a low tiered enemy which would only be a shot or two and I can tip the -blam!- out the door fast as -blam!-. Idk perks do make sense the way they have been payed out and them being backwards would just make you a wall of armour as I'd imagine the armour stacks on each kill as it should honestly

I posted something on this recently. Other than the countdown saying you have armor, you really don't notice it in a firefight. Still feels like you take the same amount of damage.

I have to admit though.... The other week I got 46 kills, but wasn't sure if it was the armor, everyone else sucked, and/or I survived firefights because I did hit and run tactics.

i guess for a pvp stand point i understand that, but for pve i still think it would be much better the other way id actually want to use it. right now it just doesnt feel exotic or at the very least not one over some of the other options
