I still kinda think Mercer from Prototype is overpowered.
Maybe not within the confines of the game, but think about it.
He's literally a mix of Green Lantern(can create things out of nothing) and Deadpool(is pretty much immortal--survived a nuke lol).
He can somewhat fly, run on any surface, can cover himself in a full body armor that is nearly indestructible, can turn his arms into anything he can think of, can infect entire cities with his virus, etc.

But, Heller is better On top of that, he can make you explode, grabbing tons of things around you, pulling them into one big mash up He can also create two giant shields that make him invincible to almost everything He also killed Mercer! Like I said, outside of the game. Heller didn't have the armor. Heller didn't survive a nuclear bomb. Heller didn't almost destroy New York. Etc

Just because Heller didn't go through the exact same thing Mercer did, doesn't mean he can't do it Heller got infected with The Mercer Virus, literally turning him into a 'better Mercer' [spoiler]Still killed Mercer, too[/spoiler]
