The items are only given out once per account. When you had to repurchase the license when you upgraded, this just gives your account the licenses for those items on that platform. They will need to be purchased from the kiosks.
What weapons are you wondering about? All weapon packs are available for purchase from the vanguard quartermaster in the tower hanger for 1500 glimmer each. These items were never given out, rather you / we were given early access to purchase them

Shouldn't that be stated somewhere in the description then? If I'd know I was just repurchasing the license and had to remake the cloak/band/sash again and wouldn't receive any of the weapons I wouldn't have re-purchased it. Is there any way to cancel or reimburse the fund or issue a credit for a different use?

You would have to contact the retailer you purchased the upgrade from regarding a refund or transfer. This would be Sony in this case as the upgrade is purchased from the Digital PS store
