Why the hell would the Mexican government both build and pay for the wall with nothing to get out of that, and what if they say no?

This. Actually you're taking all the scum fleeing away from Mexico. Why would the Mexican government pay for something that A) It's for another country B) It's going to make harder for all those criminals/uneducated/lazy folks to flee.
